The Department of Public Works (DPW) gathered last Thursday at the DPW garage for a special luncheon and recognition event, celebrating the dedication and hard work of staff across all divisions.

Joined by DPW leadership Chris Cole and Mike Kessman, as well as Town Manager Jayne Wellman, the event highlighted the essential role that DPW employees play in keeping Reading safe and operational year-round.

Recognizing outstanding service

A key moment of the event was the presentation of the 4th annual Public Works First Responder Award, which honors employees who go above and beyond in supporting emergency response efforts.

This year’s award was presented to Ken Hulings of the Water/Sewer Division.

Commitment during a challenging winter

Hulings was recognized for his outstanding service, reliability, and dedication, particularly during a demanding winter season marked by:

  • Multiple water main breaks

  • Extreme cold conditions

  • Significant snowfall

Since joining the department in November 2023, Hulings has quickly earned all required licenses and stepped into a critical role as an emergency call responder. Colleagues noted his consistent willingness to assist across the department whenever needed.

Officials said his contributions during the winter months and throughout the year stood out as an example of the professionalism and teamwork that define the DPW.

A team effort

While Hulings received this year’s award, Town officials emphasized that the recognition event was a celebration of the entire DPW team.

From maintaining roads and infrastructure to responding to emergencies and managing essential services, DPW staff play a vital behind-the-scenes role in daily life across the community.

National Public Works Week

The recognition event precedes National Public Works Week, which will be observed later this month. The Town plans to highlight each DPW division and showcase the work they do to keep Reading running smoothly.

A note of appreciation

Town officials extended their thanks to Hulings and all DPW employees for their commitment to public service.

Congratulations, Ken - and thank you to all of our DPW staff for the essential work you do every day to keep our town safe, running, and resilient.
